I seriously hate that saying so much. Online it keeps getting used to justify the shittiest compromises.
In the sense of "Instead of the machine crushing all orphans, it now just crushes all non-white orphans. That's progress! Don't let perfect be the enemy of good!".
Uuugh.

I'd rather make a step into the right direction than no progress at all. It doesn't mean the journey is finished.

I haven’t seen it be used to defend shitty compromises. An orphan crushing machine can never be good, so it doesn’t really apply.
It’s more used in the context of creating something. May it be a novel, a drawing, a song or a game. Don’t get too stuck on trying to make every little detail perfect. It will burn you out eventually, and you won’t finish your project at all.
It’s mostly about time management.
