Android 14 seems to have quietly eliminated a trick some apps were using to keep themselves alive when the OS tried to kill them.

Android does have that. This is about apps that we're malicious and intentionally stayed active in the background... That's what Mishaal talks about.
You can look for what you want on any Android phone.
In the Battery Usage section of the App Info page, you'll see 3 options. Unrestricted is the one to use for what you seek.
Idk if it's the same in all skins of Android, but this is for a Stock Android custom ROM.
