Maybe we should start submitting DMCA takedown requests for Google Chrome because it contains that filthy PirateBay and Library Genesis. Such apps should be illegal.

If push came to shove you'd need to be able to prove that you won the content you're basing the claim on.
So it would go something like this:
- Create something, like a piece of music.
- Have all rights reserved.
- Put it on piratebay somehow.
- Make a claim on Google Chrome because it facilitates downloading your music illegally.
