No, the ECFR clearly isn't Russian, and their criticism does seem valid.
There is a line between working with the US and relying on the US. They are right about it will be an issue if the EU isn't able to act without the support of the US.
It does complicate the issue that Russia and China are allied, but the idea of autonomy is important, we could end up in a situation where the US was more influence on EU policy than the individual member states.
