Anybody have good resources on coding map games (hoi4 style)?

I want to make a little game for my story, with developing provinces, wars, journal entries and missions, that kind of stuff. I know a little python but not much beyond stuff like making lists. Does anyone have good resources or guides for this kind of thing?
