If they can't get one staffed in Arizona, they are going to have a hell of a time doing it in Germany. They have much better worker protections.
There's been an AMD/GloFo fab in Dresden for decades.
Don't forget Siemens/Infineon
And Bosch
Why would worker protection prevent staffing?
