Countries loudly proclaiming to support Ukraine with equipment and ammunition:

• don't send equipment because eScAlATiOn
• don't send ammunition because of internal bickering
• don't send either unless getting refunded
• advocate for their neighbours to do more while doing nothing themselves
• and so on...

...and in basically every case the problematic faction in the discussion is (more or less openly) pro-Russia.
