House at first because it's the best option for humanity, legion second because you are an undercover operative working against the NCR in hostile territory the whole time, carrying out assassinations, sabatoge, and forging secret alliances which is a metal af playthrough
I don't think that house is the best option for humanity, he's the best option for new Vegas but I don't think that he really cares about the rest of the wasteland.
