Newham council has managed to find some funds from somewhere to enable them to take over the lease of the market village, although there is a break clause after a year so if it's loss-making they can walk away.

That seems like a very reasonable move by the council
Yes - they couldn't take over the lease with normal council funds, but the market is popular and busy and employs a lot of people, this seems like a really good compromise which will get it trading again.
