Nope it was the case, because I had a huge surge of downvotes and now they're gone. That only happens when inauthentic activity is removed. It's not like reddit where an AI goes across every post and automatically removes brigading, the admins have to manually get involved meaning it takes awhile for someone downvoting from alternate accounts to get addressed. That and the fact that the federated nature of the platform makes creating alternate accounts solely for the sake of vote manipulation extremely easy.
I'd be willing to bet that the blinding majority does not use it as described, nullifying the premise of your theory. In any case, the more we use it, the less useful it'd be in your alleged use case.
