Probably because they were born in America. They have family there, friends, job located there, etc

Could be that they're trying to restrict putting E15 in small, portable gas cans?
That would be one explanation! If that's what you want to prevent I'd just be writing that down tho, and you could always just put the remaining two gallons in your car
