Speaker Johnson gives the game away

IMO, the admission is different but perhaps worse. What he's saying is that the US and its allies should be immune to the ICC in all cases.

This is a variation of Republican fearmongering: If they do X to someone else, they could do X to you!

Frankly, I think the proper response to Speaker Johnson is to call him a fear mongering impotent bitch, but that's just me.

They say "soldiers" for sympathy but it's the politicians who are rightfully scared.
