Lee ordered the charge. Longstreet cautioned against it, Pickett just carried it out.

Same thing happened to the Union at Fredericksburg. Arguably worse.
Union troops at Gettysburg started changing "Fredericksburg, Fredericksburg" as Pickett started up the hill, for a reason...
