They've tried before and it hasn't worked out particularly well for them. Israel's military thanks to their support from the west has put them in a position where they can act without significant repercussions from their neighbors.
That is not to say there isn't without good reason for them to have a strong military, looking at past conflicts. If they didn't Israel would likely be encroached on in a similar manner as they're doing to Palestine.
Really the only option is for the west to push them to behave either by ceasing arms shipments or economic sanctions.
