It may not, but then the logistics becomes an even more insidious problem- how do you determine who is loyal to the government/military and who will disclose shipping routes or guard routines or other classified info. Further, because it is within the US, and the families of the loyalists are impacted, how do you guarantee their loyalty?
Is this a major consequence of 1994's NAFTA and the relative ease of moving manufacturing jobs to Mexico, vice the service/healthcare jobs being tied to populations themselves?
A quick search will pull up several stories about police leaving their service weapons in restrooms. It happens, and their chain of command should reprimand them for it, but that may not change their behavior. Don't need to use it, but familiarity with the manual of arms to secure it is paramount in such a public place.
