The problem is that as people age cognitive decline can be rapid. You elect somebody at 70 with no symptoms for a 6 year term. By 73 you get this type of issue.
A cognitive test would only work if it was administered yearly. If they show signs of cognitive decline they are immediately relieved of duties. You'd have to set up an independent body of physicians to administer the test and have the physician chosen at random to prevent shenanigans. The rich and powerful would still find a way to rig the system.
Or you can just set rules to prevent the issue.
64 is the oldest anyone can run for office and 70 is mandatory retirement age for all positions in government service. Yes some people still have a lot of life left in them at that age They can do something else.
As we've seen over and over again one dement old person in a position of power can cause pain and suffering or even the loss of life to millions.
I have a friend who retired from government service at 58 after 35 years. He then started his own business now at 79 it's large and prosperous. Just because he "retired" doesn't mean he stopped being of value to society. Hell his business has more impact now that he ever did in his government job.
Unfortunately old age is starting to catch up with him. He had a mild stroke last year and his brain isn't what it used to be.

Mexican immigration rules from what I am seeing are very reasonable with clear processes and do not require a lawyer for most people. So you rarely hear about immigrants having issues. The entire process is relatively inexpensive as well.
To legally immigrate to the U.S. almost always requires a lawyer, the process is deliberately convoluted, and costs thousands of dollars in fees.
Applying for political asylum outside of the U.S., good luck. The burden of proof is quite high and costly. Most people will not qualify, yet...

I lived in the U.K. for a while in my early 20's. My U.S. license worked for the first year but after that I was required to get the UK license. Holy fuck it was hard. The written test made the U.S. one look like childsplay.
I ended up taking a driving lessons from a course while I was there. It was extremely difficult. After 10 lessons I was able to take and pass the practical exam... Barely. At that point I had been driving in the U.S. for 6 years.
I am sub-average driver in the UK and Western Europe. In the U.S. my skill level is at the elite level. It's truly terrifying.

Meanwhile the U.S. focused on open field machine harvested sauce tomatoes controlled by massive corporations. There are still some U.S. tomato growers that rely almost 100% on immigrant labor. In general they produce 1/10th the tonnage per acre at higher cost even with the cheap labor.

I just figured out a path for me to gain Mexican permanent resident and eventually Mexican citizenship if needed. It will take some time but with how this country is going, My wife and I need an escape route.
Yes, I learned most of the fire starting methods. My grandfather used to run a pack train into some very remote areas in Montana.
Of course the method I stick with is a little more effective. I carry a little bottle of lamp oil with me when I go into the back country. It always lights up quickly no matter the conditions. Only takes a little bit to start a fire so a small bottle can last for a few weeks.
Older people (often with mobility issues from a sedentary lifestyle) obviously would object to more walking. Ironically more pedestrian areas forcing them to walk more would help decrease the number of them with mobility issues.
Lower income people see the argument as a waste of time that rich people worry about. They are too pre-occupied with trying to survive. They also consider the inconvenience of longer commute times if they work in the area. The extra 15 minutes walking time for their shifts at multiple jobs is a killer.
Apparently why I haven't spoken to them or seen them in over a decade is a mystery. The next time I see them will be when they are in their graves. I'll have my dancing shoes on.
