Very contrived way of wording it. The page you linked shows that, out of 49 countries, only 19 allow publishing photos of people without their permission, including the US, whereas 30 countries usually or always forbid this. That's already a clear minority. On top of that, 11 out of those 19 countries still have cases where publishing is not legal, where the US is one of the only 8 that always allows it.

So I wouldn't say many countries mirror the US, and indeed it is illegal in most countries (in that list).
