The game is balanced around being difficult, so that you need your team and stratagems (weapons included) to beat it.
When you get a new overpowered weapon, it feels great because the game is so hard/tedious otherwise. But it is actually an overpowered weapon.
The game already works like this. Automatons and terminids behave extremely differently, and push for very different weapons. And in each faction some enemies will be more easily dealt with with specific weapons.
Two infamous examples are the berzerker bot and the stalker bug. Control weapons (weapons with high stagger) trivialise them. But most people don't use these weapons, and thus those enemies are among the most hated ones by the community.
You are describing balance, actually. If all weapons are viable and you're not punished for using one instead of another, it means that they each have their niche or they're balanced well. And the balancing target is the enemy.
It's easier to balance in a pve game because the AI behave predictably and have known stats. Tweaking AI and enemies is a good tool for pve balance, but only as it can allow some mechanics to be viable. Tweaking enemies will do nothing to balance weapons between themselves.
There is another balancing bullet too : making the game so easy that the relative power of weapons between themselves doesn't matter. But it cannot work with HD2 because the game is supposed to be hard.
Sony changed its faq during the debacle. May the 3rd it was stated that psn was optional to play on pc. May the 4th it was stated that some games may require it. The game also allowed you to play without psn account, and there was a button programmed in the game to skip the link. There was no information that it was a temporary bypass anywhere.
I don't know why you support Sony on this kind of bullshit. You don't seem very informed about all the problems there were.
You brought the EULA thing. This is the legal argument. And it's plain worthless.

I signed nothing. There's no fingerprint anywhere. It might be strange to you, but in some places of the world an EULA is not a binding contract signed in blood that you or your children must fulfil.
When we played for months without the link, when there were no advertisement that the link would be enforced at some point, when Sony faq informed that it was optional, this EULA is mere bullshit.
Sony fanboys are hard at work to get those reviews back to positive. I don't think you can pay people to get a better job than those fanatics. Some are even asking for public apologies to those who had hard words against Sony or arrowhead.

Smoke and air strikes are very different. Smoke allows to disengage and avoid patrols. Bots are often too spread out to be taken down by one air strike.
I know plenty of small businesses. I know none that keep to one person and aren't disguised employees.

Self employment is very much not something you should seek. Self employment means the worker support all the risk. That's a boon for the capitalists. Why do you think uber and stuff are so successful?
Self-employment is detrimental to people. Because it has the workers support all the risks. It's not the solution.
So you don't ridiculise your country by promoting freedom of trade but seizing the assets of the countries you don't like when it's a better tech than yours.
