Mit extremen und unpopuläre Maßnahmen die Bevölkerung gegen sich bringen. Diese zünden Autos an, gehen auf die Straßen, werden von Agents Provocateurs aufgestachelt und werden Terroristen genannt.

Hegseth und Kristi Noem sind damit beauftragt, Lösungen zur Situation an der Grenze zu erarbeiten - zB der Insurrection Act anzuwenden.
