I think this article is enlightening on Japan's cybersecurity. Things may have changed but people like this being in charge put them way behind.
Honestly, this is very annoying for me as I use an incandescent bulb to keep my well pump just above freezing during the winter months. It's going to be a huge pain finding a low power heater as a replacement. Most of what I'm finding are made for submersible use for things like fish tanks and burn up if not used underwater.
My neighbors to the north, please do not allow this to happen in your country. US longterm care is understaffed, full of abuse and neglect, and majorly overpriced because of the lack of the regulations listed in the blurb.
All you can do is tell them "Thanks, I might die if I don't follow it."
