Good question. Not OP. I think there's a better chance of independent films being shared on free platforms than the government doing a better job at providing an equitable solution. I'm sure there are models out there that would apply to filmmaking that could replicate the success of say, Mark Normand releasing a special on YouTube instead of going with a paid app. Every actor, key grip, gopher, director, producer, etc. gets a percentage of advertising revenue forever. I'm sure there are flaws with that, but something like that.
The National Film Board of Canada pretty much only does 100% funding for animation and documentaries, but they do offer them all for free online. I don't see any reason why they couldn't extend that to regular features as long as they had the budget. The budget is the problem.
UBI? What are you, 12? I don't believe there are still dumb people who think UBI would not cause economic collapse. Don't we have enough inflation yet?!

WP is garbage, just like 99% of mainstream media. It's not my job to provide evidence on a negative. It's more important that people like you learn basic economics to understand the meaning of money before they spew nonsense based on ignorance.
I'm willing to bet that you don't know what fiscal policy is, monetary policy, fed balance sheet, trade deficit, and all these 101 modern economics terms. Yet you think you're entitled to opening your mouth with your dumb, uneducated opinions just because you're too lazy to learn a skill that'll make you truly useful to society instead of serving coffee in Starbucks. Yeah... no one cares what you think in that regard except those who want to enslave you. The irony is that once you learn and read, you'll become useful and make money, and then you won't need UBI and at the same time understand why UBI doesn't work. Only failures advocate for it.
It's a clear solution to the problem. Instead of our current system of awkwardly trying to figure out how media can be sustainably monetized to have a solution to how creators keep themselves alive, just remove the funding issue outright. Shouldn't cause significant inflation if the funding mechanism isn't money printing.
This stupidity of not even understanding "what money is", is the failure of our education system. We have dumb people thinking that abstract money has value that can run society without labor. You guys need to read a book or two.
I'm with you my Plex Library is growing alot lately. I'm not paying for 10 different streaming services. I limit myself to one and anything else not on it is getting downloaded. At lot of the movies I have I have also paid to see in theaters. Some even more than once like across the spider verse and the barbie movie .
