The Kremlin has acknowledged the crucial role of the I.T. sector. Russian President Vladimir Putin signed a decree on Sept. 4 to increase the military service exemption age for I.T. professionals from 27 to 30.
For what it's worth, Russia is going to get a huge generations of people getting into programming right now.
I am guessing conscription because otherwise it's going to go something like this.
Step 1: Recruit mercenaries from all over the world(most of which have warmer climates than Russia).
Step 2: Russian winter.
