It's from a random street interview by some small youtuber. The guy asked a bunch of people "what do you to make a man go wild" to which one lady said "you gotta hawk tua spit on that thang"
As for politics? A bunch of conservatives really liked the joke and left wingers made fun of them for it being pretty basic. Nothing more really.
The girl apparently got some money for the rights to it, and then donated a chunk of that to some animal shelter too.
