Turkey's ccTLD resellers sell domains under common subdomains for better prices than .tr; .com.tr is one of the most common domains used.
Some subdomains also are under control for who can use them, like .edu.tr is reserved for universities, .gov.tr is reserved for governments

Damn not sure why people are downvoting you, it was an honest mistake, and you're absolutely right that it wasn't in the rules before they got changed literally because of your comment.
