Not even close, mainly because Germany doesn't have a large religious voting block that sees it as their duty to cause the end times via strategic Israel policy.
No that is the convenient excuse made up retroactively. Germany is not feeling regret towards their other victims either. The Holocaust excuse is similar to the American "allies in the middle east" excuse. Pretense.
