I'm not a big fan of Shining Path, but this really does seem like an op. The leaflets are a dead give away.

  I doubt they were an op. When they make the news nowadays, it’s an op.
  I’ve heard stories of modern shining path offshoots that survive by robbing busses and the occasional hikers; but they just spout off some shit about Maoism and go back into the jungle. I don’t think they have the infrastructure to print pamphlets tbh....
