That wording in this context implies the German army owed loyalty to X.
- Yes it’s a bit weird isn’t it.
  Politico seems to be treading more and more into sensationalist titles. Disappointing…
  
  Politico is owned by the German Axel Springer publishing corporation, which runs a bunch of right wing papers, mostly tabloids, like the infamous Bild.
- The creator of the article: "why wasn't it France?!!"

It's not "Berlin vs. Musk", it's "tech bros vs. regulation" - they support Trump, want to destabilize the EU, all so they can continue their exploitative businesses.
