Russia says its undersea telecom cable in Baltic Sea damaged by 'external impact'

I can't even really make sense of it. Is this someone from the EU doing payback? Is the cutting-cables team not in good communication with the providing-internet-to-Russia team? Is this some sort of false flag, like "we're all looking for the guys running around doing this"? Is it totally unrelated coincidental damage to the sabotage damage? I have no idea. My guess is option 2, FWIW.
