The one gag sums him up so damn well -- he's a jumpy coward who always has to collect himself before he can triumphantly monologue and does crazy, paranoid stuff like tunnel into his neighbor's basement but it's not for like, crime, necessarily, he's not a creep, he's just kind of a ten-year-old who thought it would be cool and strategically useful in some made-up scenario.
