If that's true, is there any cheap compute provider leveraging the low cost and providing service to customers abroad?

Pure Propaganda. Not a single source in the original article. Nonsense..
- It's propaganda that China tends to overbuild and bubble anything? Entire empty cities would like to have a word with you
- There are quite literally references through the entire document.
  Here is a notable one:
  Fang, Li, and multiple on-the-ground sources, who asked to speak anonymously for fear of political repercussions.
  
  Methings someone doesn't understand what "evidence" and "sources" are.

The state will just turn them into surveillance hubs.
