Must be a quirk of the universal translator.
- He has a slight Belarus accent.
  In the mirror universe episodes of DS9, he was not fostered by the Rozhenkos, and he pronounces it "weapons".
  
  Imagine if he actually had a strong Belarusian accent but the UT brings it back to federation standard.
