‘The vast majority of the alliance members will be in the direct impact zone’ of any potential radioactive disaster, Russia’s Foreign Ministry says.

Moscow says a lot.
Pretty sure they have discussed it. The result of said discussions was Russia better not do what we all think Russia is capable of doing.
