In France we have two institutions :

This has cleared up some confusion for me, I think. When you said they work in small towns and the country, I got a strange picture in my head. After doing some more reading, it seems the Mobile Gendarmerie is what comes to mind, where they're all dressed up and armed for riot control and such. I guess the normal work they do doesn't make international news, only the extreme things.
France is a centralised country, not a federation. The country is the only state. So we don't need institution like the FBI to deal with interstate case. But they are still the communication issue at the border of two different administrative area but no federal law or jurisdiction versus state law or juridiction.
That is very interesting. There are many notable issues that arise from having a state government that fights it out with the federal government. There seem to be ups and down of both systems. I never really gave it much thought before though, so it's intriguing to learn about how France does things differently.
