The solution is plainly visible. They need to depose the tyrant. The problem is, too many of them agree with the tyrant. Yes Putin rigs elections but he's not inventing his support out of nothing. Russia has around 750k men in the age range from 17 to 27 (I mean 750k for each birth year).
Mobilizing 250k a year is a lot.
