I find DMs tend to skew more reactionary than players for whatever reason

Not to mention that DMs probably have more time/less stress (due to being more financially privileged) to prepare sessions compared to players.

I'd be highly tempted to run a campaign like this and see if my players have any chance of being like "Are we the baddies?"
Sometimes yes, sometimes no. Sometimes yes but the campaign continues unabated. Heavily depends on player.
