In the US there exists a system where you have to pay for healthcare up to a certain value, beyond which insurance covers the costs. It's common to have this deductible reset every year.
Sounds like the education system should be improved to inform people of just how expensive and time consuming it is to procreate. All the time you see people do it who definitely do not have the means, and then being forced to steal and/or just suffer for years

Starlink is definitely at a loss right now. Despite this, Falcon 9 launch costs are significantly lower for actual customers as well, and the reuse factor cannot be ignored
Vehicles like that are usually used for commercial operations where the path was likely chosen ahead of time to not encounter problems like this. Could probably wait until the road is less busy and go back and around with police assistance if it somehow happens anyway.
