How did I get to thirty before realizing the expression comes from people eating horses when they're starving and have no other option
Buddy, I'm 41, and I always thought until just now it was saying you were "so hungry you could eat a(n entire) horse."
That's how I've always interpreted it too.

I thought it's just because horses are so big, because you're so hungry that nothing smaller could satisfy your hunger.
So, if you're even hungrier than that, the expression could be "I'm so hungry I could eat Jimmy".
It's pretty much an Anglo Saxon exception that horse meat isn't eaten... It's not as popular as it once was in Quebec, but it used to be readily available...
Well sure, there used to be a lot more horses that died annually, back when they were a primary means of transport.
I'm talking about the 2000s... Horse meat can still be found in some groceries, I think it's still more common in France than in Quebec though
