Russian civilians weren't targeted, the missile was intercepted by russian air defense on its way to a military target. The shrapnel happened to fall on that beach.

Proximity doesn't matter, the beach is in the flight path so it could be anywhere between the launching point of the missile and the target

For our other readers, those missiles were intended for the military facilities nearby and were shot down by Russian AA and debris fell on the beach (hence the lack of explosions)

I don't think the person you were replying to was cheering for killing Russian civilians. I think they were cheering for killing Russian troops and that it would make Russian civilians understand the horrors of war.
That said, given what Russia has done to Ukraine, I think I would root for some destruction inside Russia. Russia has been pretty indescriminate. Maybe if Russia sees what that is like they will want to back off the war.
Even if Ukraine does start bombing inside Russia, it's COMPLETELY different from the indescriminate destruction and killing in Gaza. They are on different scales. Israel is committing an intentional genocide. Ukraine is fighting to survive. Israel is killing everyone, women and children included. Ukraine is, so far, largely confined to killing Russian troops.
