Aww fuck, looks like Silica litter. While was imagining the story to be about traditional cat litter, this is still pretty funny, and dumb on the cops' part.

Sad that we all just accept that, like a wild animal, the folks whose job it is to protect us may instead harm or kill us at unexpected moments, and so we just try to avoid them while not doing anything about that behavior on their part.
