"Fighting" (wrestling) other firefighters in a naked calendar photoshoot? Miniskirt.
Its just a formal requirement to wear one, no restrictions on how it must look or how it must be worn. A belt can technically be considered a miniskirt.This holds true for a great deal of contemporary thoughts for any given time.
Everything is arbitrary and we all make it up as we go along.
