You don't need a license for HAM anymore right?
You don't need a license to buy any of the equipment. You are supposed to have a license and identify yourself on the air when you transmit. Most hams will expect you to do this (every ten minutes).
That said, CB has a 4 watt power limit, and yet the superbowl channel exists. The important thing is to learn the physics. Understand how the technology works (i.e. how the source of a signal can be triangulated). Then apply it in a way which benefits you, undermines your adversaries, and doesn't land you in prison.
yeah it's good to have the knowledge and all that but i thought it was all being deregulated now?
