i believe it's literally things you can look for to help you know if you should give up your seat. If someone looks perfectly healthy there isn't much reason to give up your seat for them is there? A sign with a completely normal looking person wouldn't help much you would be back at square one.

Like, I have disabled plates but rarely use them, and always take a normal spot first. I've had multiple people yell at me for parking in a normal spot when I dont look disabled and have disabled plates. And that I "stole" a good spot and shouldn't have plates. While demanding I give them the unrestricted spot and take a reserved one.
All logic goes out the window when parking/seating becomes involved and it's always the dumbest who open their mouths. Like, I've been yelled at even more when I do use reserved parking, there's literally no option that might not result in an idiot starting a confrontation and every idiot has a gun these days.
Hence the need for better signage and taking the time to explain the issue when it comes up.
