Because that's the origin story of the police.
Abuse is the job.
I used to sometimes buy drugs at Cabrini green back in the early 00s. There was this one officer who was well known for roughly and unnecessarily searching people's rectal cavities. I wish I could remember his name.
It's a feature not a bug.
