How can I redeem google play gift card out of the US

I got a 25$ redeem card from a friend just to get to know I cant redeem it because I am out of the US, VPNs doesnt work either, what can I do?

You can sell it on Gameflip or something for a bit of a loss.
My experience is that if you are unable to verify a Google gift card, even one given to my child as a birthday gift, you're fucked
i think you need a US google pay account. If you put a California address they don't check for a credit card
