That's what happens when politicians mess with procurement processes whenever they think they can make political or personal gain from it. They do it a lot too.
That happens all the time, and everywhere, not just in Canada. It's why the US defense industry is spread out among all the 50 states, so that everybody can insist that their district gets part of the defense spending.
What's happening with Canada is a lot worse, but it's also not unusual for countries that are small but are part of a coalition that allows them to rely on other countries to protect them.

there are not, F-35 is second to none. complement that with survivable missile truck like F-15EX or F-16 if you don't really need the former, and that's all you need. not having F-35s is a huge disadvantage
