If the US completely cut off aid to Israel it would make 0 difference. We should cut them off foreign aid since they don't need it, as they are definitely a rich country, but they have tons of money and even if they didn't the current leadership in Israel would spend whatever they had. I don't think that anything short of a hostile invasion will get Israel to stop but I'd love to be wrong.
With that being said Congress - not the president - allocates this money. Look at how many votes Bernie's bill to attempt to put restrictions on that aid got, neither party is going to do more than agitate people online about it.
