The state sent a letter of request on Wednesday for Emergency Relief funding for mobilization, operations and debris recovery.

So, will the company that owns the ship and employs the crew pay us back the money? Or at least what ever insurance company?? Or will it be years like the BP Oil Spill disaster?
Anything big like this is going to take years to resolve.
The government is simply fronting the money quickly to get things moving.

From what I remember from Maritime law is that it's weird. I wonder how you can so easily claim that the shipping company "will be on the hook".
Their insurance liability will be limited to just the first ~$3bn
