Although this came to light in the past, it was again reveled during Trump's election interference trial. In a quid pro quo arrangement, Arnold agreed to remain editor of Muscle & Fitness and Flex magazines, if the National Enquirer would kill stories that could damage Arnold's carefully crafted image.
“I plan on running for governor and I would like you to not publish any negative stories about me now and in the future, and I’ll continue being the editor of *Muscle & Fitness *and Flex and be a spokesperson.”
This is very different from what Trump did. What Arnold did is not blatantly illegal.
Yes, no allegation Arnold fraudulently used campaign funds. The rest is the same. I suspect Arnold listens to his handlers and is not ignorant enough to commit crimes to cover his tracks.
