It's a satire of American nuclear fears from the 50's. But it's also a critique on the governments of the world. The war that resulted in the apocalypse certainly wasn't just the United States' doing.

Technically the US annexed Canada in the Fallout universe, so you could have a Canadian Fallout and still be "in the US". Vault-Tec even started building vaults up there.
Probably won't do that, but it would be interesting. A potentially cool idea would be to set a game on the former Canadian border. Maybe then a DLC could be in Canada proper.
The Enclave wanted to take over the entire world. I find it hard to believe they were only operating in the US and that losing the president on that oil rig was a huge detriment to their cause. The president was a figurehead and whoever runs the show wasn't there. Even Horrigan wasn't the leader. He was a fuckin tool. Maybe the reason they haven't been seen in the US for a while is because they're off controlling Europe.
My headcanon is that the rest of the world is pretty much back to some decent form of civilization and just left the US as a quarantine zone. I mean for christs sake they can't even lay some brick or clean up after decades of living somewhere.
Goddamn. I made a comment on another post about how I think people just have hateboners for certain devs and such, and this post just proves it.
Like goddamn you're all salty as fuck that a new update dropped (for free, that did add some things to the base game) that broke mods. I understand being upset, but it's not really their responsibility to stop the work they're doing on the game they made to ask if the third-party modders are okay with it.
