Isn't that more of a gagging?
I think I get what the joke is trying to say, but wouldn't handcuffing them the usual way have the same effect?
- I'd say not really, since you put handcuffs on the wrists, but you can still move them (even if slightly) and make the 🤌 motion.
  
  You put the handcuffs on the wrists and handcuff their hands behind their back. You can still make the motion, but it's not gonna be very visible.
